Kevin Davis, who led the Baltimore Police Department from 2015 to 2018 and worked with OSI-Baltimore to inform the city’s Consent Decree with the Department of Justice, has been named an Open Society Foundations Leadership in Government Fellow.
Davis will use the Fellowship to “write a book critically examining the history of federally mandated consent decrees and the extent to which they provide necessary reforms for troubled American police agencies and the communities they serve.”
Davis told the Baltimore Sun that “the fellowship grew from interactions he had in Baltimore with leaders at the Open Society Institute, whose input he sought when the department was under investigation and negotiating its consent decree.”
